Replace emergency procedures in the Public Health Act 1984 (including the section 45R, the urgency procedure that allows a single minister to implement emergency legislation), with revised legislation that requires an impact assessment and approval by MPs before legislation comes into effect.

Children's education was harmed, medical treatment delayed and people's health, fitness & financial security substantially reduced. Isolation caused mental health issues, especially for children, elderly & those living alone. The Health Protection (Coronavirus, Restrictions) (England) Regulations 2020, the lockdown legislation, were implemented before they were approved by MPs. 100+ pieces of coronavirus legislation were implemented using secondary legislation, which gets less parliamentary scrutiny.
