Milestones—
Waive stamp duty increases for buyers with mortgage offers predating the decision to increase stamp duty in the Autumn budget. We think that if buyers can prove that purchase offers and mortgage offers were agreed before these changes were announced, the higher rates of stamp duty should be waived.
Many may now face unexpected costs, which could leave them unable to move. I want to support fairness for those who budgeted under previous rules and are now impacted by government changes. I think this could cause profound disruption to individuals and families who have reserved newbuild homes that won't be built/completed until after the changes come into effect.
