Amend permitted development rights (PDRs) to: Require properties to be vacant for at least 12 months before conversion; landlords must negotiate with tenants and compensate them for relocation and losses; and ensure planning applications consider the economic and cultural impact on high streets.

We believe that, currently, PDRs offer no safeguards for tenants and landlords exploit this to evict businesses or demand unsustainable rents, based on projected residential income. These changes could help stop this exploitation. We believe that this unfair practice destroys jobs, devastates high streets, and erases local culture. Small businesses are vital to our economy and communities. Without protection, they cannot survive. Immediate action is needed to safeguard our high streets.
