Currently new roads for some of these estates are not made up to a good standard and local authorities don't necessarily want to adopt them.
We feel that as a condition of planning applications, developers of medium to large housing developments should be required to enter into agreements with local authorities to construct roads that meet adoptable standards and this should be reflected in amended legislation of the Section 38 agreement of the Highways Act 1980. Otherwise under the current situation, poorly constructed roads could continue and residents can be made to pay for upkeep of roads if they are not adopted.
