I would like the Government to introduce legislation so that HMRC are required to direct all complaints to the Independent Office for Police Conduct.
Currently, some complaints don't have to be sent to the IOPC. I do not think this supports proper review of complaints. I think that public confidence in HMRC officers is low, and that having all complaints subject to external review by IOPC would help to improve this. HMRC is sometimes able to determine which complaints should be handed over to the IOPC. I think that it’s unacceptable in the 21st Century that a Government authority with law enforcement powers is given such capabilities.
