Without this body, we feel vulnerable adults have no higher authority to ensure safety. We believe the system forces agencies to investigate themselves, creating conflicts of interest and leaving people unprotected. We think no effective independent body exists to oversee or intervene when local authorities fail to safeguard the vulnerable.
