Under current regulations, landlords who own properties outright are not obliged to hold buildings insurance. Require that all landlords who rent out properties, regardless of mortgage status, maintain valid buildings insurance as a legal condition of letting the property.

We believe mandatory buildings insurance would ensure that necessary repairs are funded without placing tenants’ safety and financial security at risk. We think it would also protect local authorities and emergency services from shouldering undue burdens if uninsured damages lead to unsafe conditions. In our view, implementing this measure would improve tenant protection, property standards, and overall fairness in the rental market.
