Apply Article 4 restrictions across all Planning Authorities to require Planning Permission for all size Homes in Multiple Occupancy (HMO).

We believe that HMOs significantly alter neighbourhoods, rarely for the better. Given how many city Councils now have Article 4 directions in place, we believe the companies developing HMOs are moving to any & all areas where there are currently no restrictions. We believe neighbours have a right to know what is happening in their streets. In many cases there is currently NO consultation process for neighbours.
