Where the only way for pedestrians to move between two communities is by walking on a footpath, legally require the Landowners to protect the footpath with shockproof fences by law. Walkers can sometimes be at risk of injury or death from cattle.

People are killed and injured by cows every year. I believe the public sometimes risk their lives to travel between one community and another, including children walking to school The trauma to the victim and family, and cost the cost to the health care system are incalculable, just because some farmers do not have to take responsibility for the unpredictable animals that they allow on to a public right of way.
