The Government and Parliament should have a debate on the matter that some people at 16 might be mature enough to be able to drive or take the test. I think the theory test will prove who is safe to drive.

In most cases, people under the age of 17 cannot drive cars or take the theory test. The longer we can't take the theory test, the longer we might have to wait to book a practical driving test.
