Ban residential bonfires and give councils the ability to respond immediately to offenders, with fines levied and if necessary further legal recourse for repeat offenders.

I think garden bonfires are unnecessary in modern society where facilities for nearly all waste material is available in the form of recycling centres, Skip hire, Council services. Open fires contribute to pollution levels and emit PM2.5 particles, which can impact Climate change and Lung health. They can also impact neighbours who cannot utilise their own garden space when someone is burning materials.
