Milestones—
The Government should allow British citizens living abroad to qualify for home fee status at English universities, even if they have not spent the 3 years before the start of term living in the UK, or another eligible country.
I think the current system penalises British citizens living abroad by charging international fees instead of home fees, even when many continue to contribute financially from overseas and maintain close ties to the UK. I think British citizens must be eligible for home fees, regardless of residence.
