Milestones—
Allow prisoners who have been on incarcerated for 3+ years to have conjugal visits with their spouse. They must be married to do so. You can’t change partner with whom you choose as your person to have the conjugal visit with.
We think it would give prisoners an incentive to behave. It would allow prisoners who are doing life or a substantial amount of time to be intimate with husband or wife. Sex may help reduce stress and anxiety and releases endorphins which in turn may help make happier prisoners. We think this would also give the prisoners something to stay on the straight and narrow for.
