We believe young people with SEND/EHCPs currently have no dedicated qualification framework or regulator to ensure fair progression, recognised outcomes or equal access to vocational and academic pathways.
We want the Government to legislate for an independent SEN/EHCP qualifications regulator and a dedicated national SEN Regulated Qualifications Framework (to be named in legislation), so qualifications for SEND/EHCP learners are nationally recognised, properly regulated and provide fair progression routes. We believe there currently is a structural gap in the qualifications system which cannot be resolved without a dedicated regulator and SEN-specific qualification framework.
