Amend the Animal Welfare Act, to make it illegal to slaughter cattle before they reach the age of 25.

Cattle can be slaughtered at an earlier age when they can live much longer, so that farmers can maximize their gains. The law states the conditions under which animals are kept should provide for their welfare. If this is being adhered to, I believe they should be allowed to live out their lives before being killed for food, and not slaughtered less than halfway through their potential natural lives.
