Add Zambia to the list of countries authorised to exchange their domestic driving licences for a United Kingdom driving licence.

Including Zambia on the list of recognised countries could allow eligible Zambian licence holders to complete the exchange process without retesting, bringing Zambia into alignment with other approved countries. The UK currently exchanges licences with several Commonwealth nations, some of whose testing standards and infrastructure we believe are comparable. Moreover, Zambia drives on the left side of the road, which could minimise adjustment for drivers and further support safety compatibility.
