We are concerned that every winter, many cats are left out overnight, exposed to freezing temperatures, frost, and snow. This neglect can lead to avoidable illness, distress, and in some cases, death. Animal welfare charities including the RSPCA warn that cold weather can pose serious risks to cats.
I therefore urge the Government to introduce legislation requiring cat owners to provide their animals with safe access to shelter indoors, such as a cat flap. Owners who fail to comply should face appropriate fines, ensuring accountability and safeguarding animal welfare.
