Require schools to specifically prioritise comfort in uniforms and more personal choice for pupils in what they find to be more comfortable clothing. This could include schools explicitly permitting less formal clothing such as leggings or jeans, maybe even joggers, depending on preference.

I believe many children find the standard skirts/trousers uncomfortable, especially in winter when it is cold, and some children have insecurities about what they wear. I think introducing this requirement into the guidance for schools, for much greater flexibility, would help children feel more comfortable within school.
