Drivers are currently penalised 3 points for travelling at up to 24mph in 20mph areas. This action is disproportionate. The current penalty treats these drivers the same as other drivers who speed at excessively dangerous limits.

Change speeding penalties to 1point for up to 25MPH on a 20MPH road.
