Introduce a Baseline Energy Guarantee giving each household 1000 kWh at no marginal cost, which could be funded through a fixed operational fee. Energy used above this should be billed normally. Future increases in the baseline should depend on domestic renewable generation growth.
We want the Government to do this because many households face rising and unpredictable energy costs, and a guaranteed baseline of essential electricity could reduce financial pressure and help prevent energy poverty. It could simplify the current tariff system and make basic energy access fairer. Linking future increases in the baseline to domestic renewable growth could strengthen the UK’s energy independence and reduce reliance on imported energy.
