Introduce a temporary ban on commercial dog breeding while shelters remain overcrowded. Support adoption and fostering, and protect essential service-dog programmes, including assessing suitable rescue dogs for training where possible.

Rescue centres are overwhelmed, with thousands of healthy dogs waiting months or years for homes, while profit-driven breeding continues to increase supply. This causes avoidable suffering and abandonment. Pausing commercial breeding could reduce pressure on shelters, improve animal welfare, and refocus efforts on rehoming dogs already in need.
