Review support and intervention for parents who continue having children after losing custody. Strengthen safe-parenting programs, accountability, and access to voluntary or mandatory family-planning resources until they can provide a stable, safe home for the children they already have.

I have worked in a children’s residential home for seven years and have seen a growing concern: many parents continue having children they cannot care for, causing significant emotional harm. Frequent placement moves lead to instability and educational difficulties. With the number of children in care rising, we need stronger measures that address root causes and provide better support for families.
