Exempt Non-Electric Miles: Use onboard tech to apply eVED only to zero-emission miles. 3. Adjust the Rate: Reduce the 1.5p PHEV rate for short-range vehicles (e.g., 20-30 miles). 4. "Grandfathering Protection": Exempt existing PHEV owners - early adopters - from the new charge. We believe these changes would ensure fairness for those who invested in transitional green technology.
