Councils often employ third party companies to hand out fines for the dropping of litter. These companies are driven by profit. We want this practice to end and councils must employ their own enforcement employees.

Companies hold contracts for litter enforcement in our cities. They have huge amounts of complaints regarding the way they approach litter enforcement. We are concerned that for some companies their income is generated by how many fines they hand out, which we think brings into question the honesty of these unregulated enforcement officers.
