Short-fall is covered by the NHS Trust the centre falls under or by charitable donations in the case of charity-run centres. Current rules pertaining to self-declaration of a medical condition are inadequate. They rely solely on the licence holder reporting their condition. Estimates suggest 3.4 million drivers have an undeclared medical condition. All driving standards should be regulated by Government.
