Milestones

We want the Government to cancel the planned freeze of Plan 2 repayment thresholds and instead increase the threshold from April 2026 in line with average earnings. This should replace the current policy of freezing the threshold until 2030, ensuring graduates are not unfairly penalised.

Freezing Plan 2 thresholds until 2030 breaches "natural justice." These loans were sold to students on the explicit promise that the threshold would rise with average earnings. Retrospectively changing terms for a contract signed in good faith by young people is morally wrong. It creates a "double drag" alongside tax freezes, hitting low and middle earners hardest in the long term. The Government must honour its word and adjust thresholds from April 2026 to support working graduates.
