Private owners are excluded from official diagnostic access despite owning their vehicles, increasing repair costs and limiting consumer choice. This also encourages reliance on unofficial or unverified tools, creating safety, cybersecurity, and reliability risks. Legal, regulated access would support safe repairs, reduce waste, and strengthen consumer ownership rights.
