Extend existing Right to Repair rules so private vehicle owners can legally access manufacturer diagnostic software, service procedures, and repair information on a paid, regulated basis, with appropriate safeguards, similar to access already available to independent repairers.
Modern vehicles rely on software for fault diagnosis and routine maintenance. Private owners are excluded from official diagnostic access despite owning their vehicles, increasing repair costs and limiting consumer choice. This also encourages reliance on unofficial or unverified tools, creating safety, cybersecurity, and reliability risks. Legal, regulated access would support safe repairs, reduce waste, and strengthen consumer ownership rights.
