Organised rape gangs operate through systematic sexual exploitation, coercion, violence, & intimidation, primarily targeting vulnerable children and young people. These crimes are not isolated offences but coordinated, ongoing campaigns that instil fear, silence victims, to undermine public safety.

These activities meet many of the key elements we think commonly define domestic terrorism, including organised criminal action, the use of violence and intimidation, and the deliberate targeting of a civilian population to exert control and silence: Multiple perpetrators Structured roles Long-term operations Intimidation & control Threats, violence, blackmail Victims and communities living in fear Systemic harm sometimes on racial or religious grounds Repeated offences over years Institutional failures to intervene
