Introduce a licensing requirement for all Direct Debit charity collections, whether conducted as street collections or door-to-door.

Apply the same conditions, standards, and oversight currently required for cash charity collections that local councils already adhere to. Direct Debit charity collectors approach people in the same way as cash collectors but aren’t required to be licensed. This can create inconsistency, reduce accountability, and leave the public unprotected. Licensing DD collections would improve fairness, transparency, and higher standards.
