1. To help identify cyclists that cause accidents and ride away. 2. To help prevent accidents by ensuring appropriate road awareness courses are completed by cyclists. 3. Making cyclists accountable while on the road like those in cars, motor bikes and other vehicles. 4. Potentially help with insurance cost as you may be able to claim on a cyclists insurance in the case of an accident, instead of your own. 5. Fines and or some kind of points system for non compliance of cyclists
