If you are a driver or a passenger in a parked car and there is an emergency or you have an accident you cannot always use the horn to alert a possible danger if you don't have the cars ignition switched on. This isn't safe.

I would like to see the law changed so all car manufacturers are required to make cars that have horns that work at all times, with or without the ignition turned.
