Provide funding and guidance to ensure councils in England offer inclusive device-loan schemes, that actually work. •Lowering minimum age requirements to include 16yr olds •Providing accessible devices suitable for people with Special Educational Needs and Disabilities (SEND) •Increasing awareness.

Many people across the UK cannot access a suitable digital device for education. In some areas, device-loan schemes are limited to those aged 18 and over and require library membership to apply. Awareness of these schemes is low, meaning many eligible people do not know they exist. Access is difficult for disabled people and those with SEND, as suitable equipment/wifi is not always available and application processes can be inaccessible or require in person visits.
