Introduce a regulated framework allowing privately owned e-scooters and higher-speed e-bikes on roads, with a two-tier system: low-speed devices with basic registration, and higher-speed devices requiring a simple licence, ID and annual fee, with clear safety and enforcement rules.

Rising fuel costs and the cost-of-living crisis limit access to transport, especially for low-income households. Legalisation would provide a low-cost alternative, reduce fuel dependency, and support the electric transport market. A clear, tiered system with registration and licensing could reduce police time spent enforcing current restrictions and improve compliance. It would support jobs, make use of existing infrastructure, and provide a fair, affordable alternative to car ownership.
