We call on the Government to conduct a review the Anti-social Behaviour, Crime and Policing Act 2014 focused on CPWs and CPNs and associated processes. In our view, the current system does not allow procedural fairness.

We believe that the current CPW/CPN processes lack transparency and judicial scrutiny. We think such notices are often issued based on hearsay without allowing the accused to provide a defence. This can lead to the "weaponisation" of police powers in neighbour disputes and the automatic withdrawal of safeguarding for victims before any wrongdoing is proven. We need a review of this Act to consider whether to introduce stronger evidence tests to protect civil liberties and prevent administrative overreach by police and local councils.
