Remove permitted development rights for telegraph poles and require planning permission and resident consultation for all new installations.
Telecommunications operators can currently install telegraph poles for fibre broadband without applying for planning permission under existing permitted development rights. This means Local Planning Authorities do not have to consult residents and operators are not required to consider alternatives such as underground cabling. Many residents only discover new poles when they appear in their street.
