We call on the Government to fund a simpler and fairer toll and parking charges payment system across England. We think this should have timely digital alerts, and fair and proportionate penalties with first-time cases allowing payment of the original charge plus a reasonable fee.

In our experience drivers often receive large fines because payment systems are fragmented and unclear, especially when travelling outside their local area. Charges can escalate before drivers are even aware, as communication relies on post which may be delayed or not received. We think a simpler system that allows drivers to use a single account, with alerts and fairer penalties, would reduce accidental non-payment while still allowing proper enforcement.
