Issue regulations to require cycle hire companies have licence plates on their cycles.

Increased safety and responsibility for hire cycles. Hired cycles should follow the rules of the road like everyone else. Currently many hired cycles break the rules of the road at great danger to both themselves and other users of the road (eg running red lights). Many mechanisms enforcing the rules of the road rely on licence plates to fulfil their function. We see this as a common sense and easy to implement requirement that could bring them in line with other vehicles on the road.
