Create a national licensing and professional registration system for carers and domiciliary care workers who provide personal care, safeguarding support and assistance to elderly, disabled and vulnerable people across England.

Professional carers support elderly, disabled and vulnerable people with medication, personal care and safeguarding, often inside private homes without supervision. Care agencies are regulated by the CQC, but individual carers in England are not nationally licensed like nurses, doctors or security staff. I have seen firsthand how inconsistent care can affect vulnerable people and families. Carers should have mandatory training, DBS checks and accountability through a licensing system.
