1. Prohibit imports of any fuels refined from Russian crude oil regardless of where they are processed; 2. Improve transparency by ensuring full information is published on fuel origin and supply chains; 3. Publish assessments of the financial impact these imports may still have on Russia.

We call on the UK Government to immediately close the sanctions loophole allowing the import of any refined fuel products made from Russian crude oil via third countries. The UK public was told sanctions would reduce Russia’s ability to finance aggression. We believe allowing Russian-origin crude oil to be effectively processed through third countries before entering the UK weakens public trust in sanctions enforcement and damages the UK’s credibility in supporting Ukraine.
