Introduce an annual independent nationwide litter audit to identify the brands and products most commonly found littering the UK’s streets, parks, countryside and waterways and introduce a polluter levy on the 100 companies whose branded products are found most frequently.

The audit should be commissioned by DEFRA using standardised counting methods with local authorities and environmental organisations. It should include packaging, cigarette butts, disposable vapes and other branded disposable waste. The Government should introduce a polluter levy on the 100 companies whose branded products are found most frequently. Funds raised should be ringfenced for street cleaning, litter enforcement, recycling infrastructure and community environmental projects.
