Create a Home Office statutory duty of care for communities hosting asylum seekers and asylum accommodation. The Home Office has a statutory duty of care toward asylum seekers, but no equivalent duty toward local residents affected by asylum accommodation decisions.

A statutory duty of care to local communities could require the Home Office to carry out genuine & early consultation with local authorities & residents & assess community impacts, including safety, cohesion & local resources. A statutory duty of care could improve transparency & accountability in placement decisions; support both asylum seekers & the communities they join; ensure community consultation is not reduced to a procedural formality & that residents’ wellbeing is properly considered in all accommodation decisions.
