Require all new unitary authorities created through Local Government Reorganisation from 2028 to establish and maintain a democratically elected youth council. These councils should be adequately funded and supported by dedicated officers, and local authorities should be required to consult them on policies and decisions affecting children and young people. Youth councils should be representative of their communities and have a clear role in local democratic decision-making.
