Commission and publish an independent feasibility study and business case for building standardised modular data centres on suitable public land. It should identify all potential sites and compare ten-year public ownership costs with continued reliance on commercial cloud and hosting providers.
Public services need secure computing, storage & AI capacity. The Government should assess if public ownership could cut long-term costs, improve resilience, protect data and reduce reliance on technology companies. The business case should examine capital & operating costs, power & fibre availability, job creation, apprenticeship opportunities, cybersecurity, workloads, savings & income from leasing spare capacity. It should publish assumptions, shortlisted sites & recommendations.
