Review council housing eligibility to ensure people in unsafe or unsuitable accommodation can receive help before reaching crisis point or becoming homeless.

Eligibility rules should recognise hidden homelessness, including sofa surfing. They should prioritise people fleeing domestic abuse and pregnant people living in unsuitable accommodation. Councils should always assess whether a home is safe and suitable, not simply whether someone has a roof over their head.
